It seems that your account is out of the credits. All the parsing credits are being consumed. To verify the same, please check the following steps:
1. You can always check your parsing resume credits at RChilli MyAccount. You can have all your plan details under the My Account tab. Also, you can check to parse usage at the Parsing Logs tab at the right-hand top corner. Further, you can select the desired date range on the next page and you will have parsing usage accordingly.
2. Make sure that you are using the correct and valid service URL. It should not be a trial or demo service URL if you have subscribed to a plan. If you are on a trial period, you can check your consumed credits on your RChilli MyAccount using these steps
